U.S. President Donald Trump is set to make an unusual second full state visit to the United Kingdom starting September 17, 2025. This visit will be accompanied by major figures in the artificial intelligence industry: Jensen Huang, CEO of Nvidia and Sam Altman, CEO of OpenAI. The move is historic, as no previous U.S. president has had a second full state visit to the UK during their tenure.
The visit is expected to coincide with a major announcement of a multibillion-dollar investment deal focused on AI infrastructure in the UK. Nvidia and OpenAI will pledge to invest billions of dollars to develop new data centers in the country. These centers will support the growing AI industry and foster cutting-edge technology development in the UK.
Nvidia will supply the advanced chips needed for these data centers, while OpenAI will provide AI software and tools. The UK government is set to supply the energy needed to power these centers, which will be part of a larger push to build “sovereign” AI infrastructure. Sovereign AI means developing AI technology locally to reduce reliance on foreign tech.
The two companies are collaborating with London-based data center operator Nscale Global Holdings for this initiative. Nscale plans to open a major facility in Loughton, Essex, by 2026, providing significant power and capacity for AI workloads. The total investment in UK data infrastructure for AI could reach $3 billion.
Other key American business leaders are also expected to be part of the delegation with Trump. This includes Larry Fink from BlackRock and Stephen Schwarzman from Blackstone. BlackRock alone plans to invest 700 million euros in British data centers. Multiple American firms are signaling large-scale investments in the UK as part of this visit.
UK Prime Minister Keir Starmer has pledged 1 billion euros to expand AI capacity domestically, aiming to position the UK as a global AI leader. However, Nvidia’s CEO Jensen Huang has warned that the UK still lacks sufficient digital infrastructure to fully compete with other countries in technology.
This collaboration surfaces amid increasing global competition in AI and related technologies. Both the UK and US have rolled out AI action plans recently to boost innovation. The new UK -US technology partnership announced during Trump’s visit will also cover areas like semiconductors, telecommunications and quantum computing.
The announcements are part of a larger tech and energy deal expected from the visit, strengthening ties between the US and UK in high-tech sectors. Both governments and companies are emphasizing that these deals will benefit businesses and consumers across both nations.
Nvidia’s Huang and OpenAI’s Altman declined to comment on the investment details ahead of the visit. Representatives from the UK government and involved companies also remained silent on specific terms. Nonetheless, the Trump state visit is highly anticipated for unveiling these landmark AI infrastructure investments and deepening UK-US tech collaboration.
